In Plaquemines Parish a tour of the area is devastating.
Now this tour can only happen by boat.
Most of the town is under ten feet of water or more.

For one couple from Braithwaite Suzanne and Jesse Shaffer it is heartbreaking.

On Wednesday, Jesse Shaffer and his son took a combined 120 people to safety using fishing boats as the flood waters rose much higher than expected.
